Armed men murdered Francisco Vázquez, a water defender in Morelos, Mexico, and a member of a group of ejidatarios who oppose the construction of the Huexca thermoelectric plant. The thermoelectric plant is part of the Integral Morelos Project (PIM), which also includes a gas pipeline (which leaves Tlaxcala, passes through Puebla and reaches Morelos) and an aqueduct built to carry water from Ciudad Ayala and Cuautla to Huexca in Yecapixtla, to supply the thermoelectric plant. Vázquez was a member of the oversight council against the Proyecto Integral Morelos (PIMa) and the Asociación de Usuarios del Río Cuautla (ASURCO).

The day before, Francisco publicly denounced that "he received death threats and in case something happened to him or his family, he blamed Rogelio Plascencia, president of ASURCO", according to members of the Permanent Assembly of the Peoples of Morelos (Asamblea Permanente de los Pueblos de Morelos).

The Government of Morelos rejected that Vázquez was an opponent of the thermoelectric plant.
