Iván Vargas González is a member of the otomi indigenous community from San Francisco Xochicuautla, Estado de México. On 31st March 2020, he left his house despite the measures the government has implemented to control COVID-19, as workers from the construction company Grupo Higa were continuing to build the Toluca-Naucalpan motorway despite the construction being suspended by a judge. During the tensions between the community members and the workers, the State police arrived and arrested Iván.
