Israel/OPT: Clock Tower X allegedly hired by Israeli government to create 'pro-Israel' content, training ChatGPT and targeting Facebook, Instagram, TikTok and Youtube, incl. cos. response and non-responses

In September 2025, reports revealed that the Israeli government had allegedly hired a company called Clock Tower X to train ChatGPT and to target content on social media platforms such as YouTube, TikTok, Instagram, and Facebook to make it more “pro-Israel.”

According to these reports, Clock Tower X was contracted to build new websites designed to influence how artificial intelligence systems, including ChatGPT, frame issues by training them on large datasets. The firm will allegedly use a tool called MarketBrewAI, reportedly owned by Market Brew, to adjust algorithms and boost the visibility of content online. The purpose of this, according to the reporting, is to “push certain narratives more prominently online.”

Clock Tower X has also disclosed a partnership with the German firm HAVAS Media Network to carry out this campaign.

The New Arab reached out to Brad Parscale, the owner of Clock Tower X, but received no response.

In October, the Resource Centre contacted OpenAI, Market Brew, TikTok (part of ByteDance), Alphabet, Meta, and HAVAS Media Network requesting comment on the allegation that AI tools were going to be used to target social media content to be more “pro-Israel.” The Resource Centre also asked the companies what specific measures they have in place to prevent content from being manipulated by AI tools.
