Juan Mejía, and indigenous leader in his community, was allegedly arbitrarily detained on 25 June 2017 and charged by the mayor of Huixquilucan, Enrique Vargas del Villar, of the crime of extortion for one million pesos, and of belonging to the Jalisco Nueva Generación cartel. Mejía is one of the main opposers of the construction of the Naucalpan-Toluca road which is being built on native land. He was subsequently released by a judge on 2 July 2017.
