Department of Health Secretary Francisco Duque III...stood firm on defending the Philippine government as well as the revised Implementing Rules and Regulations (IRR) of the Executive Order 51, otherwise known as the Milk Code...In a letter endorsed to Duque...from the President...of the United States Chamber of Commerce...a complaint was raised due to the revised IRR which the Chamber described as a violation of World Health Organization's International Code of Marketing Breast Milk Substitutes because it prohibits all marketing of infant formula's for children up to three years of age, treating infant formulas as potential health hazard by requiring warning labels which may be alarming to potential customers and greatly affect the industry...The Arroyo administration is not threatened by this so-called "pressure and subtle blackmail" from these American Chamber of Commerce but wants to assure that the IRR being questioned is already undergoing review.
