Fortinet's response

Fortinet's policy is to comply fully with U.S. government and foreign government laws and regulations, including the export control laws administered by the U.S. Commerce Department’s Bureau of Industry and Security (BIS). Under no circumstances will Fortinet provide its hardware, software or support to any restricted party, including those listed on the BIS Entity List. Fortinet’s channel partners, distributors, and customers must also comply with both the U.S. export reexport regulations and their local country export regulations, as contractually obligated under Fortinet’s agreements, including its partner and end-user license agreements.
