KfW responded

We understand and share the concerns regarding the exploratory drilling. As we have stated, we do use our regular contacts with the Namibian authorities to discuss the potential impact on the KAZA region. We are also fully aware of the critical remarks of environmental activists regarding KfW’s statement on the issue. It is important to note, however, that our involvement is limited to our financial contribution to the KAZA project. In no way are the authorities required to seek our approval for awarding the licenses. It is highly unrealistic to assume that withholding our funding for KAZA - as some voices have called for - would impede further drilling activities alone. It would on the other hand certainly  lead to an immediate deterioration of the KAZA programmes financial situation. This would inevitably have a negative impact on the conservation efforts in an area as big as Spain, involving five Southern African countries.
