Rostekhnadzor penalizes Chelyabinsk Metallurgical Plant over construction violations, 24 November 2025

The Ural Directorate of Rostekhnadzor brought PJSC Chelyabinsk Metallurgical Plant (ChMK) to administrative responsibility for violations identified during the construction of an oxygen-compressor facility. According to the regulator, the company carried out construction works without the required permit and with deviations from the approved project documentation. The works were conducted between 20 March and 18 November 2024, and the violations were identified during an on-site inspection by Rostekhnadzor in March 2025.

The Arbitration Court of Chelyabinsk Region found the company guilty and imposed an administrative fine of RUB 500,000. The company’s representatives asked the court to limit the penalty to a warning, but the court refused, noting that operating facilities without commissioning could pose a threat to people’s life and health. The company has filed an appeal against the court’s decision.
