Japan: Industry initiative publishes declaration on responsible recruitment and working conditions of foreign workers

"The Tokyo Declaration on the Responsible Acceptance of Foreign Workers in Japan"

The Global Alliance for Sustainable Supply Chain [a Japanese business initiative focused on promoting human rights in supply chains]… has established a “Foreign Workers Roundtable”… from October 2018. This roundtable aims to discuss the human rights and labor issues of foreign workers in Japan by engaging multiple stakeholders across industries and sectors… and the actions necessary for Japan to become a “nation chosen by foreign workers."

This Declaration was formulated as part of the results of the [Global Alliance for Sustainable Supply Chain] Foreign Workers Roundtable, which has been accredited by the Tokyo 2020 Olympic and Paralympic Games as its national participation program. The number of foreign workers in Japan continues to increase as the movement of people worldwide also grow.

This declaration offers the requirement that any related organization can responsibly practice the acceptance of foreign workers in Japan. The content of this declaration, which is not legally binding, can be utilized as target and direction by 2025, although this may be revised to align with legislation updates in the future…

This Declaration includes the Dhaka Principles, the international norms on the responsible recruitment of migrant workers, as well as norms and guidelines proposed by the International Organization of Migration, the International Labor Organization, and international NGOs. For this reason, this Declaration is designed to comply with international treaties, guidelines, norms, standards, etc., while taking into account the various systems for accepting foreign workers in Japan…

The Japanese firms Toyota, Asics and Mikihouse support the declaration.
