On 8 September 2023, 10 protesters blocking the construction of a new highway in Xalapa due to environmental concerns, were allegedly pushed, harassed and injured by members of the companies Macon and Geoperforadoras del Golfo who are in charge of the construction project. The Public Works and Infrastructure Secretary has denied this occurred, however, members of the two companies were caught on film harassing the activists.

The Business & Human Rights Resource Centre invited Macon and Geoperforadoras del Golfo to respond; they did not.
