Qatar: ILO says progress has been made in light of the 2018 labour reforms but with gaps as abuses incl. non-payment of wages remain

The International Labour Organisation published two reports less than a month to the World Cup on the progress made by the labour reforms the government of Qatar introduced in 2018. The first report looks at the 4-year progress since the introduction of the reforms, while the other report looks at the progress since 2020.

The reports acknowledge that progress has been made for workers' rights but have not yet reached "the finish line". The reports highlights the introduction of the non-discriminatory minimum wage, removing barriers to changing jobs, and establishing a fund to compensate workers for unpaid wages as positive steps forward. However, issues with implementation remain as cases of workers facing abuse from unscrupulous employers is still present. Non-payment of wages and other dues remains the highest complaint lodged by workers to the Ministry of Labour.
