On 6 April, Elena Chernousova, an environmental activist, was accused of violating COVID-19 quarantine measures and charged with an article on non-compliance with the requirements of norms and rules for the prevention and liquidation of emergency situations (Article 20.6.1 of the Code of Administrative Offenses). She was fined 3,000 Russian rubles. She is a member of a protest movement against construction of a landfill in Arkhangelsk region designed for shipments of garbage from Moscow. Environmental activists say the garbage shipments will include highly hazardous waste and food that will decompose without oxygen and will emit toxic gases such as hydrogen sulfide and methane. The released gases will allegedly poison the atmosphere for many kilometers in all directions and toxic filtrates will enter the regions’ water supply.
