In June 2026, civil society organisations and community groups issued a press release expressing the communities’ opposition to and rejection of the green hydrogen megaproject being promoted by Copenhagen Infrastructure Partners, through its subsidiary Helax Istmo, in Ciudad Ixtepec.

The communities have highlighted the alleged lack of information and opacity that has characterised the project’s development, which prevents them from giving their free, prior and informed consent.

They also claim that the company has not submitted an environmental impact assessment for all components of the project, nor has it been clear about the impacts on water and the land.

The BHRC contacted the company to request a response to these allegations. The company replied that it recognises that meaningful consultation and the support of the local community are fundamental prerequisites for the development of energy infrastructure projects, alongside rigorous environmental assessment and mitigation processes.

It stated that all development activities for the Helax project have been carried out in accordance with applicable laws, regulations and best practices — including community engagement and environmental processes — in close coordination with federal, state and local authorities.
