Bangladesh: Cases filed against 25 recruitment agencies for charging migrant workers bound for Malaysia fees 5 times the government-fixed rate
In September 2025, it was reported by The Daily Star that the Anti-Corruption Commission (ACC) in Bangladesh filed 13 cases against over 30 individuals linked to 13 recruitment agencies for allegedly “embezzling” funds and violating “registration terms”. The individuals served positions in the Bangladesh Association of International Recruiting Agencies (Baira).
The companies allegedly charged prospective migrant workers up to five times more than the government-fixed rate, causing “financial harm” to the migrant workers.
The recruitment companies are named in reporting as: Winner Overseas, Akash Bhraman, Navira, Adeb Air Travels & Tours, Greenland Overseas, PR Overseas, Zahrat Associate, Jannat Overseas, Anonno Apurbo Recruiting Agency, Midway Overseas, South Point Overseas, Shaheen Travels and United Manpower Consultancy.
The case follows separate filings by the ACC in March against 12 recruitment agencies and over 30 individuals for allegedly collecting “exorbitant sums” from workers. The accused firms were: Orbital Enterprise, Orbital International, Snigdha Overseas, Binimoy International, Five M International, Unique Eastern, Catharsis International, Ahmed International, BM Travels, BNS Overseas, Rubel Bangladesh and Ifty Overseas.
In both the March and September cases, the workers were bound for Malaysia.
