In a communication dated 16 January 2013, the International Trade Union Confederation (ITUC) and the Building and Woodworkers International (BWI), made a representation under article 24 of the Constitution of the International Labour Organization, alleging non- observance by Qatar of the Forced Labour Convention, 1930 (No. 29), ratified in 1998 and currently in force in Qatar..through policies and practices that facilitate the exaction of forced labour by employers. According to the complainant organizations, the legal framework in Qatar is not sufficient to protect the rights of migrant workers and the existing legal protections are not adequately enforced.
