Brazil: Human rights groups warn proposed Constitutional amendment would put indigenous peoples' rights at high risk

The constitutional amendment bill (PEC) 215 would modify the constitution, changing the definition and demarcation of indigenous land. If passed it would hand over indigenous land demarcation authority from the executive to the legislative branch (Congress). Indigenous and human rights groups fear this could stop demarcation of new indigenous and Quilombolas (runaway slaves) lands, and it would allow high socioenvironmental impact projects to operate in indigenous lands putting at risk the human rights of such groups. Considering the high presence of agribusiness lobby in Congress pushing for the approval of such law, the fear is real. The bill is pending a vote by the Chamber of Deputies, to take place soon.
