Cambodia: Phnom Penh City Hall allows unions and NGOs to gather to celebrate Labour Day; rallies are not permitted

"City Hall bans rallies during May Day celebrations", 26 April 2019

City Hall is allowing unions and labour organizations to celebrate the upcoming International Labour Day ..., but they are banned from rallying to file petitions at various ministries and government institutions.

Mean Chanyada, Phnom Penh deputy governor, ... gave the green light during a meeting with union and labour associations which had outlined their planned programmes for the event.

“City Hall administration agrees to allow them to celebrate Labour Day at the locations they have selected, but we refused to let them hold any rallies,” he said.

Mr Chanyada added that City Hall will ask representatives from the ministries and government institutions to visit the locations where rallies are being held and accept the petitions.

The Cambodian Labour Confederation (CLC), the Cambodian Alliance of Trade Unions (CATU) and unions representing garment workers and the other sectors will organize events to mark the 133rd anniversary of International Labour Day in various parts of the capital.

Yang Sophorn, CATU president, and Rong Chhun, Cambodian Confederation of Union (CCU) president, ... said they planned to jointly celebrate Labour Day under the theme ‘Labour situation for workers in Cambodia’ and expect about 450 participants...

Ek Sopheakdey, a representative of CLC, said that his confederation plans to celebrate the Labour Day at the park in front of the the Council for the Development of Cambodia in Daun Penh district and expects around 2,000 people to take part.
