[E]vidence is mounting that marketing is a factor in many public health and social problems facing children today. Marketing to children is so pervasive, and children are so vulnerable, that it is clear that individual families cannot provide adequate protection. Nor have attempts to rely on industry self-regulation been successful. The power of advertising and its prominence in the lives of so many children strongly suggest the need for government intervention and regulation to prevent companies from harming children by exploiting them for profit.
