EU Commission sets out data strategy & AI white paper as civil society calls for lawmakers to put human rights at centre of digital policies

On 19 February 2020, the EU Commission presented a first set of proposals for its digital policy strategy, including documents outlining its data strategy and an AI white paper. Top-line proposals include:

-  regulatory framework covering data governance, access and how data is re-used

- rules for “high risk” AI systems such as in health, policing, or transport & voluntary labelling scheme for lower risk AI applications

- using unbiased data to train high-risk systems "to ensure respect of fundamental rights, in particular non-discrimination"

Ahead of these releases, Access Now presented the European Human Rights Agenda for the Digital Age, detailing objectives and recommendations in the areas of data protection, content governance, artificial intelligence, surveillance, and connectivity. Access Now is also calling on EU lawmakers to put human rights at the centre of upcoming digital policies. 

The Commission is seeking feedback on the plan and the AI white paper is open for public consultation until 14 June 2020.
