据中国政府网消息,国务院近日印发《中国妇女发展纲要(2021—2030年)》(以下简称《纲要》)。《纲要》提出,要加大消除就业性别歧视工作力度。全面落实消除就业性别歧视的法律法规政策,创造性别平等的就业机制和市场环境。

妇女与经济方面,《纲要》提出,鼓励支持妇女为推动经济高质量发展贡献力量,妇女平等参与经济发展的权利和机会得到保障。促进平等就业,消除就业性别歧视。就业人员中的女性比例保持在45%左右。促进女大学生充分就业。

优化妇女就业结构。城镇单位就业人员中的女性比例达到40%左右。促进女性人才发展。高级专业技术人员中的女性比例达到40%,促进女性劳动者提升职业技能水平。

《纲要》强调,保障妇女获得公平的劳动报酬,男女收入差距明显缩小。保障女性劳动者劳动安全和健康。女职工职业病发病率明显降低。[...]

《纲要》强调,缩小男女两性收入差距。全面落实男女同工同酬,保障收入公平。促进女性对知识、技术、管理、数据等生产要素的掌握和应用,提高女性职业竞争力。督促用人单位制定实施男女平等的人力资源制度,畅通女性职业发展和职务职级晋升通道。探索开展薪酬调查,加强对收入的分性别统计,动态掌握男女两性收入状况。[...]

保障女职工劳动权益。督促用人单位规范用工行为,依法与女职工签订劳动合同,推动签订女职工权益保护专项集体合同。加强劳动保障法律监督。指导用人单位建立预防和制止性骚扰工作机制,完善相关执法措施。加强劳动用工领域信用建设,加大对侵犯女职工劳动权益行为的失信惩戒力度。推动有条件的劳动人事争议仲裁机构设立女职工维权仲裁庭,依法处理女职工劳动争议案件。[...]
