中国:绿色和平与四川循环经济研究中心发布简报 分析中国过去十年海外风电光伏投资的发展趋势和环境影响

“中国12.6吉瓦可再生能源投资将在“一带一路”国家实现3.8亿吨碳减排”

国际环保组织绿色和平与四川循环经济研究中心今天联合发布的简报《“一带一路”后中国企业风电、光伏海外股权投资趋势分析》回顾了中国过去十年海外风电光伏投资的发展趋势和环境影响。简报重点关注了2013年“一带一路”倡议的提出后,中国能源企业“走出去”的路径和投资结构的变化。

研究发现

  • “一带一路”倡议提出以来,中国企业在沿线国家的可再生能源投资达到近12.6吉瓦
  • 南亚和东南亚成为海外风电光伏投资的主要增长点
  • 中国企业的可再生能源投资将给东道国带来显著的环境与社会效益
  • 可再生能源投资的进一步发展面临资金与政策约束

… 绿色和平气候与能源资深项目主任刘君言博士表示:“中国海外可再生能源投资加速了东道国能源转型,为落实《巴黎协定》和实现联合国可持续发展目标提供了动力。绿色‘一带一路’倡议将为可再生能源投资带来更多的政策利好和投资机遇,中国金融机构和企业应抓住契机,进一步释放可再生能源海外市场潜力。”

绿色和平建议:

作为全球气候变化治理的引领者和绿色“一带一路”的倡导者,中国应承担起推进联合国可持续发展目标的责任,切实履行绿色“一带一路”倡议,充分利用“南南合作”的契机帮助东道国,特别是拥有巨大电力需求的南亚、东南亚国家获取清洁能源、实现能源转型、减少温室气体排放,创造可持续的未来。

中国的政策性金融机构和企业应该积极地将绿色“一带一路”和《“一带一路”绿色投资原则》等倡议落实到具体项目和行动中,为海外可再生能源投资提供更多的政策、资金和技术支持,在更大程度上为亚洲发展中国家的能源转型提供动力。

建立“一带一路”能源项目数据库,对中国企业在“一带一路”沿线国家投资的能源项目的运行情况和产生的碳足迹进行追踪和信息公开,推动气候相关的信息披露...
