中国非法远洋捕捞 美国制裁个人与实体

美国今天(9日)对包括在纳斯达克挂牌上市的平潭海洋实业有限公司(Pingtan Marine Enterprises)相关个人和公司实施制裁,华府表示,制裁的理由是这些中国个人和公司从事的非法远洋捕捞与侵犯人权行为有关。

美国海外资产控制办公室(The Office of Foreign Assets Control, OFAC)发布声明表示,美国财政部对包括平潭海洋企业有限公司董事长卓新荣在内的2名中国公民,以及他们控制的10家实体,包括大连海洋渔业公司(Dalian Ocean Fishing)及平潭海洋企业有限公司实施制裁。

此外,美国海外资产控制办公室表示,也针对与这些实体有关联的157艘悬挂中国国旗的渔船,实施制裁。

美国财政部负责恐怖主义与金融情报业务的美国财政部次长尼尔森(Brian Nelson)在声明中说:「财政部谴责今天受到制裁的个人的行为,其做法经常涉及侵犯人权、破坏基本的劳工权益和环境标准,并损害印太地区当地人口的经济前景。」

美国财政部指定平潭海洋实业有限公司为制裁对象,标志着美国首次对于在纳斯达克证券交易所上市的实体实施制裁。
