拉美:十二国批准《埃斯卡苏协议》 专家冀协议能保护环境守护者

"埃斯卡苏:历史性区域环境协议在拉美生效" 2021年4月29日

拉丁美洲和加勒比地区首个区域性环境协议《埃斯卡苏协议》(Escazú Agreement)在得到12个国家批准后,于4月22日生效。该协议有望保证对环境信息的获取,帮助保护环境守护者,并确保公众参与环境决策。

经过六年的谈判,联合国拉丁美洲和加勒比经济委员会(ECLAC)于2018年批准了该协议,但正式生效需要获得至少11个国家的批准。2020年底,随着阿根廷和墨西哥批准该协议,这一目标终于达成。

阿根廷环境与自然资源基金会(Environment and Natural Resources Foundation)执行主管安德烈斯·那波利(Andrés Nápoli)表示:“《埃斯卡苏协议》是对该地区共同面临的从生物多样性丧失到权利侵犯等一系列问题的回应。”[...]
