日本:女性登用に数値目標 政府、大企業に義務付け

厚労省や労働組合は企業の女性登用を進めるため、当初から数値目標の義務化を求めていた。経営者側から「数値目標をつくれば安易な数合わせの人事が行われる」「業種によって女性登用の状況が違う」といった意見が出ていったんは断念した。

 労政審が9月末にまとめた報告書は行動計画の作成・公表を義務付けたものの数値目標については、「進捗管理や取り組み効果の検証の観点からは望ましいが、各社の実情に配慮することが必要だ」とし事実上義務付けを見送る方針を示した。

 通例ならば労政審の報告書は、そのまま法案の原案となる。だが、今回の法案は、安倍晋三政権が掲げる女性登用策の柱の一つ。「20年に指導的地位に占める女性の割合を30%にする」という政府目標の達成に向けた目玉に位置づけている。厚労省首脳は2日までに「女性登用には数値目標が必要」と再検討を指示した。
