美国属地塞班岛7名中国工人2019年入禀当地法院,控告在岛上发展赌场的香港上市公司博华太平洋强迫劳动和人口贩运,令他们长时间在危险环境中工作、受伤时不获医疗支援,并被恐吓递解出境甚至死亡,要求博华太平洋作合理赔偿。法院周一(24日)下令,博华太平洋要向7名华工赔偿540万美元(约4,212万港元)。博华太平洋未回应判决。

塞班岛在2014年通过兴建赌场后,博华太平洋成为拥有岛上唯一赌牌的公司。原告最初入禀控告博华太平洋及两间承办商“MCC塞班国际”和“金螳螂建筑装饰公司”,后来与MCC塞班国际与金螳螂建筑装饰公司和解。北马里亚纳群岛美国地方法院首席法官曼洛纳(Ramona Manglona)表示,其中一名原告王天明(Tianming Wang,音译)在金螳螂建筑装饰公司管工指导下切割金属桶时,左腿被火花灼伤,但管工恐吓他去医院诊治就会被捕,只给他两卷纱布。王其后患上慢性疼痛、麻痹、左腿肌肉萎缩,回国后难以步行超过15分钟,以致无法工作。

曼洛纳指,博华太平洋深入参与挑选和监督承判商,了解对方的工时及惩罚政策、健康和安全检查、安置工人及接送他们往返建筑工地,有责任作出赔偿。他续指,博华太平洋多次未能遵守法庭命令,与原告方交换讯息,赔偿金额涵盖了受害华工过去及未来的收入损失,以及精神痛苦赔偿和惩罚性赔偿博华太平洋未有回应判决。
