Union organizers Dyan Gumanao and Armand Dahoya were abducted at Pier 6 in Cebu City, Karapatan Central Visayas on 10 January 2023. A video of the abduction shows at least four men pushing Gumanao and Dahoya into a grey vehicle. They were returned to their families on 16 January 2023.

Karapatan Secretary General Cristina Palabay said that “the actions of the couple’s captors in the video indicate their stark brazenness in abducting people in broad daylight, where numerous witnesses are present...Who would have such brazen arrogance and brutality, as well as the motives, directives and means to do such acts, if not those who are in positions of power in government? The Philippine National Police, Armed Forces of the Philippines and ports authorities should be made answerable for their lack of immediate action and seeming complicity in the abduction of Gumanao and Dahoya.”

In the few months preceding the abduction, Dyan and Armand reported to friends and loved ones that they observed persistent suspected surveillance and tailing, allegedly targeting them. Gumanao was also among eight people arrested during a peaceful protest action against the Anti-Terror Bill held in UP Cebu in 2020. The two were also tailed by non-uniformed state forces when they joined a peaceful protest to commemorate the Mendiola Massacre in January 2021.
