On 4 October 2025, Arunachal Pradesh-based human rights lawyer and environmental activist Ebo Mili was stopped from boarding a flight to Dhaka at Kolkata airport due to a lookout notice issued by the Arunachal Pradesh Police. Mili was scheduled to attend the Regional Infrastructure Monitoring Alliance (RIMA) conference in Dhaka from 5 to 7 October. He described this action as harassment and a misuse of power, linking it to his activism against the Siang dam project, a mega-dam backed by state-owned NHPC Limited.

The Business and Human Rights Centre invited NHPC to respond; it did not.
