The Ministry of Health, Labour and Welfare has compiled the status of supervisory guidance (on-site inspections) and referrals to prosecutors conducted by labour standards inspection offices and other organisations nationwide in 2023 against training providers (workplaces where technical intern trainees are employed) to technical intern trainees.

Overview of supervision, guidance and referrals to prosecutors in 2023

  • 7,602 (73.3%) out of 10,378 workplaces that were supervised and guided, were found to have violated labour standards laws...
  • The main violations were (1) safety standards for the machines used (23.6%) , (2) payment of overtime wages (16.5%) , and (3) not seeking opinions from doctors or other medical professionals regarding the results of health checkups (16.2%) .
  • 27 cases were referred to prosecutors for serious and malicious violations of labour standards laws.
