Community members Basilio Pascual Pascual Diego and Armando Mateo Pascual were wounded for supporting protest movement against hydroelectric project. The residents of Santa Eulalia had been the protesting against a hydroelectric company, Proyectos de Desarrollo Hídrico (PDH) which resulted in an attack on community and its leaders. As community members were heading home after hours of peaceful negotiation to have two community leaders, leading the protest against the company, the Mateo brothers, released on bail, the mayor of Santa Eulalia Diego Marcos Pedro, along with 16 others, allegedly fired shots at the group.
