...violence broke out at a protest against the [Utkal] Project four years ago and three local villagers were shot and killed by police. After the incident, the Project partners decided to temporarily curtail Project activities pending results of a judicial inquiry into the incident. Following the recent completion of the judicial inquiry, and after being satisfied with the commitment received from state authorities regarding responsibly maintaining law and order, the partners have resumed Project development.
