Inadequate resettlement planning... Lack of transparency and accountability... Conclusion:...The clear problems around land scarcity and displacement described in this report, along with the lack of community and civil society support and the challenging political situation in Bangladesh, do not make for an environment conducive to implementing a successful resettlement endeavor, especially in a project of this size and scale.
