Kennecott Utah Copper, Union Pacific and waste-disposal company Philip Services may face criminal charges and civil penalties for their role in a March tanker car spill in South Salt Lake that sent 6,000 residents packing and racked up more than $500,000 in clean-up and emergency response costs.
