Zwischen dem 23. und 27. Oktober findet in Genf die dritte Sitzung der zwischenstaatlichen Arbeitsgruppe der Vereinten Nationen zur Entwicklung eines völkerrechtlichen Abkommens statt, das Menschenrechtsverletzungen im Zusammenhang mit Unternehmen besser regulieren soll. An diesem Prozess beteiligen sich nun auch Deutschland und die Europäische Union aktiver als in den Jahren zuvor. Dennoch herrscht Skepsis vor. Damit die Verhandlungen nicht ins Leere laufen, sollten die beteiligten Staaten zu einem Konsens finden. Ein solcher könnte in einer Rahmenkonvention bestehen, die sich primär auf die Umsetzung der staatlichen Schutzpflichten im eigenen Hoheitsgebiet bezieht und gleichzeitig durch internationale Kooperationspflichten und extraterritoriale Mechanismen für besonders schwerwiegende Fälle von Menschenrechtsverletzungen ergänzt wird.
