"Korea East-West Power President Kwon Myung-ho: 'We will never give up on rescue efforts'... All-out effort to recover from Ulsan Power Plant accident," November 13, 2025

Regarding the collapse of the boiler tower at the Ulsan Thermal Power Plant, Korea East-West Power President Kwon Myung-ho stated on the 13th, “We will never give up until the last person is rescued.”

(…) He said, “I express my deepest condolences to the deceased who lost their lives in this accident, and I offer my sincere condolences to their bereaved families,” and apologized, saying, “I am deeply sorry for causing concern to the public.”

At Korea East-West Power's Ulsan Thermal Power Plant, a boiler tower collapsed on the 11th, burying seven people. Fire authorities recovered the body of a man in his 60s from the rubble of Unit 5's tower at 5:19 a.m. on the 12th.

Earlier, at 10:14 PM the previous day, another man in his 60s was rescued from the debris of the same tower, toward Unit 6, but was unfortunately pronounced dead. With these additional rescues, the death toll has risen to five.

The Central Disaster and Safety Countermeasures Headquarters secured an access passage by detonating boiler towers 4 and 6 on the 11th, and rescue operations resumed approximately six and a half hours later. Currently, eight teams and approximately 70 search and rescue experts are taking turns removing debris and searching for trapped victims.

Of the seven people buried, five have died, one has been located, and the remaining one remains missing. The total casualties are reported to be nine: five dead, one seriously injured, and one slightly injured.
