The [Jordanian] Ministry of Social Development...referred the owner of a [privately run] home for the elderly in Amman to the prosecutor general after finding prison cells inside the facility...Each of the cells, which were believed to be used to punish residents, contained a bed and a bathroom surrounded by a soundproof wall...The cells were discovered earlier by an inspection committee formed by the ministry to check on care centres, but the ministry only referred the owner to court...after collecting “sufficient evidence” on the issue.
