Tunisia: 48 Indian workers allegedly subjected to wage theft, threats & 12-hour workdays constructing transmission line for L&T subcontractor; incl. cos. responses

In November 2025, multiple news outlets reported that 48 Indian migrant workers have allegedly been subjected to human rights violations in Tunisia.

Reporting says the workers were employed by Prem Power Construction, which was contracted by Larsen & Toubro, to construct transmission wires. They were allegedly subjected to a range of labour rights abuses, including prolonged wage theft for four months which left them with no money to buy food, 12-hour workdays, and threats of deportation when complaints were raised.

Reporting says that, since the allegations became public, Larsen & Toubro paid for the workers’ return flights and started to remediate the workers their owed wages.

In November, the Business & Human Rights Resource Centre invited Larsen & Toubro and Prem Power Construction to respond to the reporting and to disclose steps they have taken and will take to remedy workers for the abuses reported. The Resource Centre also asked Larsen & Toubro to disclose any human rights due diligence it undertakes prior to entering into contracts with outsourced firms and when monitoring working conditions at outsourced firms.
