S. Korea: Filipino carers face sexual harassment under Seoul pilot and no protective measures, advocates allege

“Migrant workers’ group alleges sexual harassment of Filipino domestic carers – Labour Ministry denies claims”, 12 June 2025

A migrant workers’ organisation has claimed that some participants in Seoul City and the Ministry of Employment and Labour’s pilot scheme for Filipino domestic carers have been subjected to sexual harassment by clients.

In response, the Labour Ministry denied the allegations, stating that there is no evidence to support such claims. Nonetheless, the working conditions of Filipino domestic carers have once again drawn scrutiny.

...The workers have participated in the business through intermediaries such as Home Story Living (or its app 'Daerijubu'), and Hubriz ('care plus').

According to the Migrant Domestic Workers Solidarity Network, which compiled testimonies from the carers and interpreters involved in the pilot, there have been around four reports of sexual harassment.

Despite these testimonies, the group raised concerns over a lack of confirmed protective or responsive measures by the authorities. They criticised the Ministry of Employment and Labour and the Seoul Metropolitan Government for what they described as inadequate oversight and monitoring.

The network also reported a separate incident in which a carer was fined KRW 10,000 by an intermediary agency after voicing complaints related to their work conditions.

…The Labour Ministry is scheduled to meet with the network and other labour representatives on 13 June to reassess the facts surrounding the case.
