In February 2013, a Drafting Conference consisting of signatory companies, governments and civil society organisations agreed on the Articles of Association for an independent governance and oversight mechanism to promote, govern and oversee implementation of the International Code of Conduct for Private Security Service Providers...To prepare for the establishment of the Association, and to explore its financial viability in the medium term, the TSC has prepared this document, which sets out initial expectations and possibilities for financing the Association.
