Europe: Launch of the Anti-SLAPP Monitor to track national implementation of standards
"Launch of the European Anti-SLAPP Monitor", 2 September 2025
The Coalition Against SLAPPs in Europe (CASE) and the European Centre for Press and Media Freedom (ECPMF) are proud to announce the launch of the European Anti-SLAPP Monitor, a new online platform designed to track the transposition and implementation of European standards on Strategic Lawsuits Against Public Participation (SLAPPs) at the national level.
This monitoring tool will follow the progress of European Union and Council of Europe member states, including Kosovo, in implementing both the EU Anti-SLAPP Directive 2024/1069 (deadline May 7, 2026) and the Council of Europe Recommendation CM/Rec(2024)2 on SLAPPs with a view to supporting the development of robust protection against SLAPPs in Europe...The monitor will ensure that all such developments are accurately tracked and publicly reported.
The process of monitoring and collecting implementation data will be led by ECPMF, CASE members, and a network of national legal experts. In addition, governments and national authorities are encouraged to contribute information...supporting transparency and accountability in the process.
To help the public understand each country’s progress, the Monitor uses a clear categorisation system that reflects the status of transposition and implementation efforts. These categories include: No Information, Not Started, Started, Delayed, Partially Implemented, and Implemented...
The Monitor will be further presented in detail in an online webinar organised by CASE and ECPMF in autumn 2025.
