...Several weeks prior to the Russian invasion of Ukraine, Uber established a steering committee comprised of senior executives from across all key corporate functions to identify risks, take mitigating action, and plan for potential further escalation. This steering committee meets on at least a daily basis, but also more frequently as necessary. Among the first steps, Uber began regular outreach and consultation with employees, business partners, and both local and national government officials in Ukraine to better understand the fast-evolving situation on the ground in Ukraine and the priority needs of our stakeholders. Uber also engaged with humanitarian organizations to identify how the company could best contribute to future relief efforts and heightened its cyberthreat monitoring to further ensure the protection of users’ data and privacy.

Uber suspended service in Ukraine in response to the war’s opening wave of ground attacks, airstrikes, and missile bombardments that threatened cities across the country. After close consultation with local authorities and social sector partners and with additional safety-enhancing measures, Uber has since restarted services in five cities where the security situation has stabilized. In each of these cities, Uber has made trips free of charge for local government and humanitarian organizations in order to help transport both relief workers and aid supplies. For other trips, Uber is not taking any fee in order to ensure that any payments for trips in Ukraine go in their entirety to local drivers. Uber will continue to relaunch additional cities, with a continued focus on supporting local humanitarian relief efforts, as the security situation allows...
