While the space is open to the public, when the police observe conduct they believe violates the law, they determine if law enforcement action is appropriate. Those decisions, including whether and how to respond to observed unlawful activity, are made by the police and the judicial system. Citi does not determine whether or how the police enforce the law or what charges, if any, may be filed by the police with the judicial system...
