Ethiopia: Concerns raised over textile workers' jobs as AGOA trade deal is suspended over Tigray war

In November 2021, the U.S. suspended Ethiopia from the African Growth and Opportunity Act (AGOA), in response to the civil war in the Tigray region, and ongoing reports of human rights abuses including mass killings and sexual violence, and the growing famine.

The suspension meant that Ethiopia would no longer have duty-free access to the U.S. market, raising concerns over the future of Ethiopia's garment industry, as 90% of duty-free exports to the U.S. under AGOA in 2020 consisted of textiles and apparel. The country supplies companies including The Children's Place, PVH (owner of Calvin Klein and Tommy Hilfiger) and H&M.
