Japan: NGO publishes text for draft basic law against racial discrimination

The draft Basic Law against Racial Discrimination, published by the Japanese Network towards Human Rights Legislation for Non-Japanese Nationals and Ethnic Minorities, a Japanese NGO,would obligate all private institutions to make efforts against racial discrimination (Article 13), and stipulates a similar obligation for private individuals (Article 14).
