In April 2025, the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) published its latest evaluation report on Cyprus.

The report “acknowledges progress in some areas”, such as through the adoption of the 2023-26 National Strategy against human trafficking. However, it also says there is a need for a more “proactive” approach to victim identification.

In particular, the report raises concerns regarding the exploitation of migrant workers. It says migrants particularly from African and Asian countries are vulnerable to trafficking for labour exploitation, often in agriculture. It also highlights risks experienced by domestic workers. The report highlights civil society concerns that the fact migrants have sector-tied visas means they can only change employers within the same field, forcing migrants to leave abusive employers and become undocumented.

The report also highlights the exclusion of third-country nationals from minimum wage regulations, among other issues.
