On the night of July 13, 2018, the Xe Pian-Xe Namnoy hydropower dam collapsed in the southern proince of Attepeu, Laos, unleasing a catastrophic flood that claimed dozens of lives, displaced more than 7,000 people, destroyed 1,700 hectares of agriculture land and erased entire communities.
This was not a natural disaster. It was a man-made tragedy – one rooted in engineering failures, inadequate regulatory oversight, and a lack of meaningful consultation with affected communities.
