On 30 March 2019, 14 Tumandok community members were killed in coordinated police and military operations in Negros Oriental, Philippines. The victims, many identified as farmers and community leaders, were targeted in raids under the pretext of counterinsurgency efforts. Reports from human rights organizations indicate that these killings were extrajudicial executions.


This conflict has been linked to the Jalaur River Multipurpose Project (JRMP), a major infrastructure project that will affect the provinces of Capiz and Iloilo. The project has been actively opposed by members of the community. The Jalaur River for the People’s Movement, an alliance of people’s organizations, church members, academics, and Indigenous Peoples’ organizations, launched an international solidarity mission to campaign against the JRMP, particularly the construction of a dam that would impact their territory. The resistance of the people’s movement has been linked to recent incidents of violence against the Tumandok, though land conflict has long affected the community, leading to numerous cases of harassment, displacement, and death among its members.
