Indonesia: Civil society appeals to AIIB over alleged rights abuses and failed grievance process in Mandalika project

指控

"Urgent Request for Intervention in AIIB-Financed Mandalika Urban and Tourism Project Due to Ongoing Human Rights and Safeguard Violations", 20 June 2025

From the outset, AIIB’s due diligence process has been deeply flawed. The Bank approved the ITDC’s Resettlement Action Plan (RAP), which inaccurately claimed that 92.7% of the project land was “clean and clear” of disputes. This figure has since proven to be grossly misleading, with over 100 unresolved land conflict cases documented to date [...].

The AIIB’s consent in allowing its client to present a single data dump at the self-described terminus of the resettlement process [...] preventing access to crucial information on land acquisition, resettlement and compensation by project-affected peoples and the public.

Countless complaints and inquiries issued by project-affected communities to the ITDC have in complainants’ own words been ghosted, not registered, or not responded.

Publicly available records show AIIB has conducted over 20 field visits (including virtual) from 2019– 2023, yet no information about site visits from 2024 onward is available.

So far, our requests to the AIIB project team for disclosure of resettlement, compensation, and land acquisition data, as well as our concerns about the use of military and private security forces, were met with silence.

[...] The military, police and ITDC security have blocked access to the land, cutting off community’s access to essential agricultural land, while making crossing as a criminal offense.
