...The first attempt to reach an agreement took place in 2011, it lasted 8 months and did not succeed, although negotiations were conducted with mutual respect .The working table included nine communities representatives and 2 company spokespersons. As witnesses of honor (testigos de fé), the company chose Gustavo Porras, sociologist, former member of the guerrilla and government peace negotiator, while the communities had Archbishop Alvaro Ramazzini and Dr. Victorino Similox, head of the Christian Ecumenical Council of Guatemala, helping facilitate the talks.
The second working table was successful: the Municipality, which included ixiles population and had been elected with almost 90% of votes, in 2012 asked the company to restart the negotiation process. Enel of course accepted and both parties asked the intervention of the Government, who was included. A guidelines for the working table was created and in three months a 20-year agreement was signed at the presence of the President of the Republic (March 13, 2013)...
