With respect to Rio Tinto’s response to the BHRRC regarding conflict around their QMM mine in Madagascar, we (Publish What You Pay Madagascar (PWYP MG) and the Andrew Lees Trust (ALT UK)) take this opportunity to share our observations based on our active research and reporting of alleged human rights violations occurring around the QMM mine in 2022-2023.

QMM operates in a highly sensitive area from a water and broader environmental perspective. The local communities are farmers and fisherfolks, and rely on the rivers and lakes surrounding QMM’s operations for their livelihoods. These communities are our neighbours and we take our responsibility to them very seriously.

The government of Madagascar signed an agreement on 22 August with Anglo-Australian company Rio Tinto to renew its partnership in the operation of a controversial mining project that has threatened the health and livelihoods of nearby communities.

From 26 June to 3 July communities from the villages surrounding the Rio Tinto subsidiary QIT Madagascar Minerals (QMM) mining site at Mandena in Toalagnaro (Fort Dauphin) protested inadequate financial compensation on loss of livelihoods, water pollution, and community exclusion from consultations when the mining licence was renewed by the government. In dispersing the protestors, the police and gendarmerie used disproportionate force which saw ten demonstrators injured and over 80 arrested and imprisoned, including five trade unionists.
