Taiwan: Parliament passes law to protect food delivery workers' rights

"Taiwan delivery workers hail passage of new rights law", 6 January 2026

Taiwan's delivery worker rights groups lauded the passage of the "Law on the Protection of the Rights and Interests of Delivery Workers and the Management of Delivery Platforms" (外送員權益保障及外送平臺管理法) on Tuesday (Jan. 6). The law passed its third reading in the Legislative Yuan (立法院), Taiwan's parliament, establishing minimum wage guarantees, insurance provisions, and a suspension and appeal mechanism for delivery workers. The legislation marks a landmark victory for gig economy workers who have long sought formal protections.

The "Taiwan Food Delivery Industry Rights Promotion Alliance" (台灣外送產業權益促進聯盟) hailed the legislation as a long-awaited victory... [T]he new law redefines responsibilities between platforms and delivery workers, creating a fair and predictable system...[T]he law's completion symbolizes the end of long-standing systemic exploitation and lack of basic protection faced by food delivery workers across Taiwan.

...The act mandates that each order's basic remuneration must be no less than 1.25 times the minimum hourly wage and not fall below NT$45 (around US$1.43). Authorities will adjust this rate in line with minimum wage increases, ensuring protections keep pace with economic conditions.

Chen Yu-an (陳昱安), chairman of the National Delivery Industrial Union (全國外送產業工會), remarked that the law's passage is just the beginning of broader industry reforms...
